MLCP, who is the political leadership of the working class in Turkey and Northern Kurdistan, has started to celebrate its 10th anniversary with the slogan "transition to the leading party". It is carrying out its activities of 10th anniversary in accordance with the aim of reaching masses and politicising them in revolutionary way.

As every communist party, MLCP has also realized its history under the political and objective conditions of the geographical area where it is working. This historical process became a process in which the party reproduced and reorganized itself, strengthened and determined its political and organizational principle lines and revealed its originalities. On the one hand, MLCP relies on the continuity of the revolutionary values, traditions and achievements of its predecessors, but at the same time it carried out a revolutionary leap and cut-off through which it distinguishes itself from the working-style and the understanding of political struggle characterized with routine and revolutionary spontaneity.

In the 10th year the works are growing. These works have been created through our martyrs in the first place and by a fight that included many sacrifices, blood and sweat. Above all HFCseyin Demircioglu, who was a member of our party's central committee, martyred in the death fast resistance of 1996 and became a prominent figure by saying "I must be the first", comrade SFCleyman Yeter who became a vivid barricade and sacrificed his life against the political, ideological and organizational siege and liquidation attempts of the fascist Turkish regime on our party and the revolutionary movement with its revolutionary will, comrade Hasan Ocak who challenged the death at a time when the revolutionary and counter-revolutionary will were in hard fight, comrade SengFCl Boran with her strong will and courage carrying the rage and consciousness of the oppressed people in her heart, comrade Tuncay YA6ldA6rA6m who continued to defend the barricade of the death fast resistance outside the prisons until his death and all the other comrades have contributed to these works and all the other comrades too, who left indelible marks with their revolutionary practices and labour. Glory to the martyrs of our party!

The theoretical and practical action of MLCP was defined and shaped by the revolutionary will that had been shown during the year of foundation and even at the period when the unification of communists was being discussed.

The practice of unification of communists that became concrete with the MLCP in 1990s in Turkey and Northern Kurdistan did not happen by chance. On the contrary, it was a product of conscious, strong-willed and planned work of communist cadres who acted starting out from the obligatory needs and duties of the working class` struggle. The results and changes-achieving peculiarity of the revolutionary will was proved once more by the victorious work of the unification of communists. And that played an important and special role for the definition of our party's organizational and political action in the following years. However, MLCP, at the same time, is a party that arose from the social and political developments.

The collaborationist-monopolist bourgeoisie and big landowners, who were concerned because of the working class' and peoples' fight for freedom and socialism in the second half of the 20th century in Turkey, tried to govern the state by means of fascist military coups and the junta supported by imperialism. The military coups of 27 May 1960, 12 March 1971 and 12 September 1980 are the main ones. Thousands of cadres and activists of the revolutionary and communist movement were imprisoned during the fascist military coup of 1980. Ten thousands were taken into custody and tortured. The fascist military dictatorship could achieve an early and easy victory by benefiting from the mistakes and weaknesses of the revolutionary and communist movement. The activities of the revolutionary movement were interrupted and it suffered a big defeat without having been fighting. The spending-power of the workers and toiling masses decreased 100% under the conditions of the fascist military junta. Mass organizations were forbidden or dispersed. Both the social consequences of the defeat as well as the political, ideological, social and moral destruction concerning the revolutionary movement do exist until today.

The disintegration of social imperialist SU and the modern revisionist East European countries in the years 1989-1991, the surrender of socialist Albania and the propagandas of the imperialist bourgeoisie such as "socialism had been defeated" were added on top of this defeat. This situation has caused serious crisis of conviction and a development of ideological and political tendencies of liquidation among the ranks of the revolutionary movement. Some petty-bourgeois political organizations were dissolved and some other revolutionary and communist parties took reformist lines.

But at the same time, the revolutionary dynamics and opportunities were also developing under these political conditions. The fight of the guerilla, led by the national revolutionary PKK (Workers' Party of Kurdistan), began with the surge in August 1984 in Northern Kurdistan. And this fight has triggered the Kurdish resistance and the awakening of the Kurdish nation. The Kurdish national liberation struggle took the trend of development towards a Kurdish national revolution. This development meant to be an important moral support; historical and political opportunity for the Turkish revolutionary movement. The duty of spreading the united revolution -that began with the Kurdish national revolution- to entire Turkey was standing before the revolutionary movement.

Although, only developing a revolutionary workers' movement in the West could have led to a united revolution. The predecessor groups of MLCP started to concentrated their efforts and thoughts in this direction.

In 1987 and in the following years, our country and mainly Istanbul experienced a wave of resistance, strikes and protests of the working class. Trade unions and mass organizations became active. Political and organizational searches and efforts of leading workers increased. But the communist movement, being in a fragmented, divided situation determined by spontaneity and insignificance, could not be an answer to these searches. The historical and political conditions of that time forced the communists to fulfil these requirements and duties and to find solutions. Undoubtedly, the communist groups (TKP-ML Hareketi, TKIH, TDKIH and TKP-ML YIO) which are the predecessor-organizations of MLCP had a history where they succeeded several times in fulfilling historical and current political duties. Therefore, it is very natural that these groups evaluated the situation in that way.

Although the communist groups, which form the predecessors of our party, marched separated from each other after 1975, they experienced a parallel theoretical, political and organizational development. In a word, this objective truth confronted the communist leading cadres with the historical duty of the "unity of the communists".

MLCP was founded as a result of the discussions within and between the communist groups that later united within the party. The foundation of MLCP is based on 5 years of hard work and discussions. Whenever possible, conflicts, resistance and conservatism appeared during that time. But the requirements of the political struggle and the duties connected with that always guaranteed the victory of the revolutionary will and the unification. Some individuals, who did not accept the party structure, gave up the fight and split. But MLCP completed its organization by concretizing the unity of the strong will and action of the cadres of the predecessor-groups in her ranks.

At different periods there had been attempts in Turkey to unify the left. But all those attempts failed either in the beginning or after the announcement of the unification. New attempts to unify or new searches contained risks because there was no revolutionary inheritance -except the not very well known foundation of TKP in 1921- and a likely failure would have caused even more distrust from our peoples.

The communists, which founded MLCP, took up all these difficulties and gained a first victory by this step. They knew that they would not only create the organizational unification of the communists but also develop the ability and power to lead the united struggle of the revolutionary movement. When the method and working style of communist unification went on developing, the peculiarities and steps towards the success became more and more visible.

The unification of communists was seen as a fundamental principle and a political issue. A fundamental principle due to communists` disperse and splitting which made them ineffective. A political issue because the unification was not seen as a problem of tomorrow but of today.

The term "organization" and its theory were conceived vivid and dynamically. The organization was not idealized but seen as a means to achieve the aim. That what had to be done was to create this effective and revolutionary means.

Not the differences but the similarities were put forward in the work during the period of the unification of the communists. Because there was the danger of considering small differences in the differences of opinions as a great divergence of opinion.

Not the organizations but the communists as individuals participated in the unification discussions and fulfilled the aim. Every communist tried to play its role as an active, collective individual.

The upturn of the political fight formed the basic guarantee of the realization and the lasting of the unification. Because actually, the communists` unification had the aim to fulfil the duties and requirements of the political struggle.

MLCP was founded with these method and peculiarities. The experiences of the "revolution of unification" are important experiences for the international communist movement.

The MLCP-C (C = Construction) was founded on 10 September 1994 through the Unity Congress (Founding Congress) that participated by its predecessors TKIH and TKP-ML Hareketi (TDKIH united with TKIH before that). Its programme, constitution and basic documents were adopted at this congress. Later, the activities and actions of MLCP were conducted in accordance with these basic principles. MLCP's silhouette was formed in the fire of Gazi (a district of Istanbul) uprising in the spring of 1995. MLCP-C was leading this uprising and tried to widen and extend it. It organised the revolutionary violence of the masses through barricades and street fights. The kidnapping and murder of founding member of our party and Gazi Commander Hasan Ocak by the fascist regime happened shortly after that. The principle lines of the political struggle started getting shape through Campaign Against Disappearances organised on the occasion of the disappearance of Hasan Ocak. MLCP-C analyzed its revolutionary practice through 1st (Party and Unity) Conference in 1995 and drew conclusions. It realised the unification with TKP-ML (YIO) and announced the foundation of the party. This also meant to be self-criticism of perfectionist understanding and practices on the party theory.

MLCP has intervened to the political and social developments with the slogan of a young and developing vanguard party. It has developed a new style on its understanding and practice of political struggle, its methods of organisational work, theoretical knowledge and production, international relations, solidarity and its duties. The new style meant to be a split from the inflexible, static, routine and spontaneous style.

Developing the revolutionary will, the development of vanguard interventions and movement plans in political struggle, the political reflex, making politics towards the masses, effort and campaigns for unity, making use of all type of tools of organisation and struggle, organising the revolutionary mass violence in political fight, developing practical policies and slogans, considering interventions to the political developments in campaign form etc. have became main lines of the party.

MLCP relies on to collective talent and power in its organisational functions and works. It put forward the collective mind, will and action through organising three party Congresses, three KGD6 (Communist Youth Organisation) Congresses, three party conferences, various assemblies and regional conferences in 10 years. It experienced the developing and creative consequences of the socialist democracy. All platforms mentioned above became a tool of breakthrough in consciousness and increasing the MLCP's level of organization and political struggle.

MLCP has considered Marxist Leninist theory and production not as static and frozen but vivid and dynamic. It has drawn new duties concerning the needs of new analyses, enlightenment and production in this field, being convinced of the enlightening and modifying power of ML theory in class struggle.

MLCP believed the principle and understanding of proletarian internationalism can only achieve revolutionary response through making it the subject of concrete, political action and linking it with the problem of organisation, and took this as a base in its practical activities. It pointed out the necessity that we only can and have to develop a new style of international relations and solidarity within the political struggle. And it showed this in its revolutionary practice.

The MLCP, which fulfilled the historical and political duties of the transition from a vanguard to a leading party with a strong will and courage, suffered defeats in the field of cadres and organization due to counter-revolutionary attacks during the years 1996-1997. This situation caused a weakness in its political will and actions. So, the party experienced a "break" in its political and organizational line developed from 1997-2000. The weakness of leadership skill and the lack of power of the leadership at that time created an attitude of being satisfied with the given situation, bureaucracy and revolutionary spontaneity in the party. And this made the party politically passive.

With the 3rd congress that took place in April 2002, MLCP showed again the common revolutionary will, mind and way of thinking and began again to follow the line of making a political leap forward. This congress was a one critically discussing the own political and organizational practice, drawing conclusions from that and it increased the revolutionary power of criticism.

MLCP, which rose and strengthened the level of its leadership at the 3rd congress and internalized the will and power of this congress, developed further politically. With its political campaigns, actions with which she reacted to current demands and requirements of the class struggle, her successful participation in two elections and her resistance against NATO summit in Istanbul in June 2004 our party proved to be able to lead and to have the power of mobilizing its activists to the political struggle

With the fight of MLCP against NATO in Istanbul, the party actually has reached a point where all lines and peculiarities of the whole political practice which existed before her were covered and on the basis of that a surge was achieved. That meant that the party was able to develop further. MLCP proved that by carrying with her the progressive and revolutionary forces on the base of opposition to NATO to the anti-imperialist fight, by applying all kinds of fighting forms including actions of revolutionary violence and by leading all forces in one area to the same aim with a successful central political leadership.

MLCP considers this new period of the 10th year of foundation as the 84transition from a vanguard to a leading party". Undoubtedly, the action and duty both of the vanguard party as well as of the leading party are a process linked with each other. But while a vanguard party prepares its own forces for the political fight, mobilizes and organizes them and directs them to vanguard interventions, the leading party will concentrate on safeguarding the level of capacity and peculiarities it has achieved so far and lead the masses, organizes the masses and mobilize them for the fight.

Doubtlessly, reaching such a level of leadership also was rendered possible by MLCP finding solutions to some theoretical questions and realizing tasks like theoretically analyzing based on the historical realities. Despite the tremendous successes and the rich experiences, the attempts of constructing socialism in the 20th century failed. The fact that socialism lost some respect and credibility in the end of 20th century and was forced to a struggle of identity and the ideological and organizational crisis of the international communist movement concerning theory and programme and its realization are pointing at the existence of the duty of socialist aclaration. Both the ideological struggle against the anti-ML currents and winning sympathy for the theory and already experienced practice of socialism are a duty which can not be delayed anymore.

Another dimension of the power of leadership of MLCP is the re-organisation of the international communist movement and promoting united actions. This duty will advance the revolution of Turkey and Northern Kurdistan and also become the breeding ground for a new style of international relations and organisation.

In its 10th year, with unshakable will for success and breakthrough, MLCP is in the consciousness of its historical and political tasks in the world and in our geography.

The fact that socialism lost some respect and credibility in the end of 20th century and was forced to a struggle of identity and the ideological and organizational crisis of the international communist movement concerning theory and programme and its realization are pointing at the existence of the duty of socialist aclaration. Both the ideological struggle against the anti-ML currents and winning sympathy for the theory and already experienced practice of socialism are a duty which can not be delayed anymore.

Another dimension of the power of leadership of MLCP is the re-organisation of the international communist movement and promoting united actions. This duty will advance the revolution of Turkey and Northern Kurdistan and also become the breeding ground for a new style of international relations and organisation.

In its 10th year, with unshakable will for success and breakthrough, MLCP is in the consciousness of its historical and political tasks in the world and in our geography.
